The best idea behind GNUWin is -IMHO- to have a fully functional OS since "v0.0001 pre-alfa".
To achieve this you MUST have an -already installed- Windows 98SE, than you lunch the "GNUWin updater" that automatically downloads, remove official component and replace it with an open source alternative.

I really don't think that it's so hard to achieve...

Well, the idea in GPLd itself, so you can indipendently start to implement it.
BTW the 1st step is to manufacture a website (and try to ask the control of
http://gnuwin.org/ redirect) to collect resources that will be "our" components.
Then build something like JackGet and adapt it for various substitutions...
